Please find below information that may of interest to you. The response was in relation to a request for a formalised pedestrian crossing at this junction which I took up with Highways:
"Dear Councillor Anderson,
With respect to A660 Otley Road at its junction with St. Helen’s Lane, it is my finding that no further action is taken at the junction at this time. Our Pedestrian Crossing Assessment showed that whilst 232 pedestrians one of the four arms across a 12 hour period, the overall scoring matrix did not show that we could justify the introduction of a formal crossing facility on any arm. This was mainly focussed on the fact that the traffic island on Otley Road caters for pedestrians and it is not considered difficult to cross New Adel Lane nor St. Helen’s Lane due to their relatively light traffic levels (comparative to the A660 itself).
The introduction of a crossing here would need to be in a signal controlled format, due to the nature of the A660 and as such, would require the signalisation of the whole junction. I am mindful that there are already a number of signal controlled junctions and crossings within Adel and that Lawnswood Roundabout is due to be signalised, meaning that between Lawnswood Roundabout and Kingsley Drive there would be signals at Lawnswood Roundabout, Lawnswood Crematorium, St. Helen’s Lane, Church Lane, crossing outside Cooplands, Holt Lane and the crossing north of the Lawnswood Arms. This is a high level of signalisation and concern existed regarding the overall congestion that might be expected along the A660 should yet another set of signals be introduced.
This concern would be outweighed by any road safety concerns at the junction for pedestrians, however with no collisions involving pedestrians in the last five year period, it is difficult to recommend at this time a major intervention such as this that would have a detrimental impact on the local network, with no statistical benefit."
