I have received the following update from the Service. In summary if your bins have not been collected on the scheduled day by today then they will not now be collected until the next scheduled collection date. Extra waste can be left in securely tied bags for both black and green waste.
"Due to the ongoing challenges caused by the recent heavy snowfall and the persisting, treacherous icy conditions on many roads and paths, it was again not possible to complete a significant number of collections today. Public safety, as well as that of our staff, remains the overall priority.
The scale of missed collections means we will again not able to provide the usual end of day streets list/detail or providing an ongoing update on recovery plans for specific streets relating to today’s scheduled collections. Having reviewed the updated weather forecast which is for even colder nights and more black ice, and with little chance of any further thawing of the established ice/snow ruts on many roads and paths, we anticipate that the levels of missed streets/collections will remain significant for the rest of the week. Please note therefore we will not be providing the street level detail of missed collections on the EOD report until Monday next week.
We would instead refer to the public message provided in red text below and in the Council cold weather update and social media posts here:

The message to the public is still:
We are sorry for the disruption to collections caused by the recent snow and ongoing conditions. Collection crews have been out in force and doing all they can to get as many bins emptied as safely possible in very difficult conditions. We are currently collecting approximately 530 tonnes of waste per day from bins across the city.
Should your bin not be collected on the scheduled weekday this week you can leave it out if you wish to and we will do our best to return to empty it this week.
However, if it has not been emptied by the end of Sunday 12th then it will not be emptied until the next scheduled collection day for that bin and so should be taken back in.
We will prioritise revisiting missed black bins and those areas with the highest concentrations of population/housing. The eight citywide Household Waste and Recycling Centres are open all day, every day (subject to any further weather incidents) and where any excess waste can be taken and disposed of for free.
A reminder that for anyone whose fortnightly green or black bin was not collected on Sunday 5th, these will still be collected on Sunday 12th instead. For these bins, any additional/excess waste can be left for collection next to the bin providing it is securely bagged.
Due to the scale of the issue, we will not be able to reply to requests for updates relating to specific missed streets/bins during this week. However, Elected Members can still report any missed streets you are made aware of to [email protected] and staff will check to make sure it is on the list for potential recovery. Thank you to those who have already been doing this and supporting our messaging to residents.
With regards to those collections that were already postponed on Sunday 5th to Sunday 12th, as mentioned above this remains the plan and we will take any excess/extra waste that is presented securely tied in a bag (of any colour or type) with those bins.
