Please find attached the results of a recent speed survey undertaken on Otley Road by Adel Willows. The Highways Engineer's commentary is below:
"Please find attached a table summarising the speed survey recently carried out on A660 Otley Road, by Adel Willows. I attached two historic survey results as well for comparative purposes.
From the results, it is clear that this section of A660 Otley Road has seen a substantial fall in mean speed and the overall proportion of traffic actually speeding. The 2016 survey at that time gave cause for concern and a consideration that the speed limit here required raising to better reflect the prevailing highway environment and traffic speeds, however it was known that local development was planned and that development may impact the nature of the adjacent highway. That is evidently the case as there has been no intervention here to directly reduce speeds, just additional infrastructure installed such as at Holt Lane, the new traffic islands and accesses for Elysian Fields.
It can also be seen that the traffic flow along Otley Road is lower and whilst it may not feel as such due to the slower nature of traffic, this reduction in traffic and associated emissions I am sure is welcomed, as is the improved safety of Otley Road in this area as a result of lower vehicle speeds. The 2020 survey is an anomaly here due to the Covid-19 pandemic and even in September when restrictions had been eased, the impact on traffic flow was still very significant.
At this time, we propose no further intervention based on the results shown above."
